MAC dissatisfied with China’s lack of communication about missing Taiwanese student
22-year-old Taiwanese college student Kuo Yu-hsuan (郭宇軒) has gone missing since he arrived in China for a weeklong trip on August 27. He had plans to travel to Hefei and last contacted his family to notify them that he had landed safely in Shanghai, but all attempts to contact him thereafter were unsuccessful. On Monday, China’s Taiwan Affairs Office released news confirming that Kuo was suspected of fraud and is now undergoing investigation.

Taiwan's National Development Council (NDC) on Monday reported a “red light” economic indicator for June, signaling strong economic activity. This is the first such signal since January 2022. The NDC says the red light for June was driven by strong semiconductor demand, increased server needs, and a recovery in traditional industry exports. However, scholars warned on Tuesday that the biggest risk to Taiwan's economy in the second half of the year is exports. U.S. President Biden exits the 2024 presidential race
U.S. President Joe Biden decided to end his reelection campaign, he said in a statement released on Sunday, July 21. He had faced mounting pressure to step aside following a dismal debate performance against Donald Trump on June 27.
"It has been the greatest honor of my life to serve as your President," he wrote on social media. "And while it has been my intention to seek reelection, I believe it is in the best interest of my party and the country for me to stand down and to focus solely on fulfilling my duties as President for the remainder of my term."
In a subsequent post, Biden offered his “full support and endorsement” for Vice President, Kamala D. Harris, to replace him at the top of the Democratic Party ticket.
Biden’s exit from the presidential campaign marks the end of a half century political career that began in 1972, when he became the youngest person to be elected senator. In 2022, he became the nation’s oldest sitting president.
His decision to step aside has cleared the way for Democrats to pick a replacement. The new nominee will be elected by majority vote at the Democratic National Convention in Chicago, August 19-22.

Research fellow foresees additional trade restrictions from China
China announced the immediate suspension of Taiwan mango imports on Monday. According to China's Taiwan Affairs Office, the detection of citrus mealybugs in recent shipments pose a serious threat to China’s agricultural and ecological environment. This isn’t the first time China suspended the import of Taiwanese products amid continuing cross-strait tensions.
Taiwan Institute of Economic Research’s Dr. Darson Chiu said Taiwan’s agriculture ministry should first confirm whether the implemented quality control is up to standard. If there are no issues, Chiu infers that China is imposing trade restrictions to put pressure on Taiwan.
Chiu observed that the items China listed are not pressing necessities for China’s economy amidst recent discussions on the termination of the Economic Cooperation Framework Agreement (ECFA), which is a preferential trade agreement between Taiwan and China. The products include petrochemicals, machinery, textiles among others, making them easily replaceable by other markets.
Chiu speculated that additional restrictions towards Taiwan’s products uncritical to China’s economic development may follow. In comparison to the imports of information and communications technology products which increase year by year, China considers Taiwanese agricultural and fishery products low priority.
Chiu suggested that Taiwan adopt the strategy of making Taiwanese products irreplaceable. Since Taiwan produce is well known for its quality, Chiu recommended the agriculture ministry to diversify risk by focusing on the new southbound markets.

Vice President Lai Ching-te (賴清德) met with a 65-member delegation from Japan’s Liberal Democratic Party (LDP) on Monday morning at the Presidential Office. Head of the LDP's Youth Division and Japanese Diet member Norikazu Suzuki led the delegation which included seven other Diet members, members of the Youth Division and local representatives.
In his speech, Lai said the LDP's Youth Division is the hope for Japan’s future development. He said he was pleased to see the Youth Division’s close cooperation with Taiwan’s political circles, especially that with the Democratic Progressive Party.
Lai highlighted the significance of exchanges between Taiwan and Japan saying both countries mutually benefit from deeper relations. Lai also stressed the need to work together to maintain peace and stability in the Indo-Pacific region so countries, and the world as a whole, can prosper.
In response, Suzuki said that not only do Taiwan and Japan have a true friendship but also share the universal values of human rights and democracy. He also stressed how peace and stability in the Taiwan Strait is of great importance to Japan and the international community. He said that the Youth Division will continue with the foundation built by its predecessors to bring Taiwan-Japan relations to new heights.

Foreign Minister Joseph Wu meets with Czech Senate President Milos Vystrcil
Taiwan’s Foreign Minister Joseph Wu (吳釗燮) met with Czech Senate President Milos Vystrcil on the 13th as part of his trip to Europe. Senate President Milos Vystrcil visited Taiwan in 2020 and has always been a staunch supporter for closer relations between the Czech Republic and Taiwan.
The foreign minister will also speak after Czech President Petr Pavel at a security conference hosted by the European Values Center for Security Policy think tank on the 14th. This is the foreign minister’s second visit to the Czech Republic after 2021.
The visit by Taiwan’s foreign minister has angered China, which has been consistently trying to isolate Taiwan on the international stage. Chinese Foreign Ministry spokesperson Wang Wenbin (汪文斌) said on the 9th that Taiwan is an inseparable part of China's territory. He added that the one China policy is the prerequisite and political foundation for China to develop friendly relations with other countries in the world.
In Europe, Taiwan only has formal diplomatic relations with the Vatican but has extensive informal ties with many other countries. Countries in Central and Eastern Europe have been particularly eager to show support for Taiwan, especially after Russia's invasion of Ukraine. Like the European Union, the Czech Republic officially follows a one China policy but maintains close ties with Taiwan.

First 2023 local case of dengue fever confirmed: CDC
The first local case of dengue fever this year has been confirmed in Tainan City. The CDC held a press conference on Tuesday to report their findings and assure the public that measures are being taken to prevent more cases.
A 40-year-old woman living in Rende District, Tainan City, sought medical attention for persistent fever, dizziness, and abdominal pain earlier this month. The CDC said that this is a local case since she had not traveled abroad for 14 days prior to the onset of symptoms, and she had not been active outside of her neighborhood. The source of her infection is pending further investigation.
The CDC has set up a regional command center to check and remove possible mosquito breeding sources and begin chemical control. Screening stations are also being set up in the community to prevent the spread of the disease.
According to CDC statistics, there has been one local case of dengue fever and 45 imported cases so far this year. The disease is on the rise in the neighboring Southeast and South Asian countries and in the Americas, with more than 2 million cumulative cases worldwide.
The CDC reminds the public that summer rains increase the chance of a dengue outbreak, and people are urged to eliminate possible mosquito breeding sources. The symptoms of dengue fever are fever, headache, pain in the back of the eyes, muscle and joint pain, rash, etc. Anyone experiencing these should seek medical attention and divulge any recent travel to medical personnel.

US defense experts to provide policy recommendations during visit: Foreign Ministry
A delegation of U.S. defense experts from the Foundation for Defense of Democracies (FDD) arrived in Taiwan on Sunday for a six-day trip. The delegation, led by former U.S. Deputy National Security Advisor Matt Pottinger, is scheduled to meet with President Tsai Ing-wen (蔡英文) along with her national security and foreign policy advisors, which include National Security Council’s deputy secretary Hsu Szu-chien (徐斯儉) and deputy foreign minister Roy Lee Chun (李淳).
The foreign ministry says the FDD delegation will provide policy recommendations on the topics of global and regional security, as well as national defense. Spokesperson for the foreign ministry Liu Yung-chien (劉永健) says Taiwan is on the democratic frontline fighting the authoritarian expansion, and is working with like-minded countries to handle the threats.
Former Israeli national security advisor Jacob Nagel and the FDD’s executive director Mark Dubowitz are also part of the delegation.

NPP voices concerns over examination of Supreme Court judicial nominees
The New Power Party (NPP) has voiced concerns over the examination process timeline for the upcoming vacancies on the Supreme Court bench. The Supreme Court justices are expected to convene for an interim meeting June 14 to 21 to approve nominations.
The concerns come after President Tsai Ing-wen (蔡英文) submitted four nominations to the Legislature on May 31. The NPP says that it thinks this meeting is too soon and will be rushed. It says this current time frame will not allow sufficient time for issues to be fully reviewed and that each nominee should receive half a day of independent questioning.
The NPP have raised ten areas of concern for the nominated individuals to address including gender equality and traffic safety. On Monday, NPP Legislator, Chiu Hsien-chih (邱顯智) said the most important criteria for examining the nominees is their ability to uphold human rights, not their position of authority.

Taiwan’s first heavy ion cancer center opens in Taipei
Taiwan’s first heavy ion cancer treatment center has opened at Taipei Veterans General Hospital. President Tsai Ing-wen (蔡英文) attended a ceremony on Monday celebrating the launch. The technology was obtained through a deal with Japanese research centers, marking the first time Japan has exported its heavy ion equipment overseas.
The NT$4.5 billion facility required nearly 14 years to complete from planning to opening. The center is the first of its kind in Taiwan and only the 14th in the world. Heavy ion therapy is a non-invasive form of cancer radiotherapy, in which precise radiation is delivered to tumor sites. It typically has few side effects for non-cancerous tissue and requires fewer treatment days than other forms of therapy, such as proton or photon therapy.
President Tsai said in her speech that she believes this technology fills a major gap in Taiwan’s cancer treatment capabilities. She said it will not only benefit patients, but will also enhance Taiwan's international medical competitiveness.
Taipei Veterans Hospital Superintendent Chen Wei-ming (陳威明) said that the treatment center has attracted global attention. He says the Mayo Clinic in the United States has already sent several experts to the facility, and that the two medical centers have signed a letter of intent for future cooperation.
Beyond medical treatment, the advanced equipment can also be used to test radiation resistance for components used in space technologies such as satellites. The hospital has already been working with Taiwan’s National Space Center on projects such as the Fuwei 8 satellite which launched last August.

Taiwan to discuss lifting mask rules on public transport in mid-April
